* WHAT...Very cold wind chills as low as 25 expected. 
 
* WHERE...Eastern Clay and South Central Duval Counties. 
 
* WHEN...From 1 AM to 10 AM EST Monday. 
 
* IMPACTS...The cold wind chills as low as 25 degrees could result 
in hypothermia if precautions are not taken. Wind chill values can 
lead to hypothermia with prolonged exposure.
